Android apps, pop-ups, and resource usage

General question about Android apps, hope this is the right forum.

I've been noticing more and more notification bar pop-ups from Android apps on my Droid Razr Maxx. Not the annoying ad-type pop-ups that come with crappy software, but well-known programs sending me notifications for new features, etc. Two examples that come to mind are Waze and Pandora - the latter of which is sending me notifications each week of "new stations" that are available to me. I've turned off all notifications in the apps.

The resources on my Razr Maxx are already taxed, and the phone has been grinding to a halt on most days. Does the fact that these apps are sending me notifiicatons imply that they are "always running" and in some way using system resources?

Trying to find ways to make my phone run like new again...

I don't think those notifications necessarily take a lot of CPU or battery, but you could always turn off notifications from any app, either from within it's own menu, or from Settings>Apps, selecting the app, and unchecking the Notifications box.
