Question System update on non-nexus tablets, is it free?

do they update automatically or manually without a fee?

If you mean official updates from the manufacturer and/or the wireless carrier (if they're LTE-capable tablets), then yes, they get pushed to the tablet over the air for free. Remember, of course, that the availability of official updates depends entirely on the manufacturer. Not every tablet maker decides to keep their tablets updated for much longer than a year or so (especially the cheaper ones).
