Can't access Google achievements

In every game I can't access Google achievements. When I click on achievements, the Google screen opens for a second, and then closes.
I made sure that the games actually have achievements from another phone.
I also downloaded the achievements app, but it too ran into difficulty and haven't shown anything.
Record table does work for me.
What can I do?

Welcome to Android Central! Try going to Settings>Apps>All, select Google Play Games, and Clear Cache/Clear Data, then Force Stop. Now try again.

I don't see Apps :( Where is it? In my Galaxy 4, I have 4 tabs - "Connection", "My Device", "Accounts" and "More".
This are my screens in settings: Screenshot_2014-09-13-11-16-58.jpgScreenshot_2014-09-13-11-17-01.jpgScreenshot_2014-09-13-11-17-05.jpgScreenshot_2014-09-13-11-17-14.jpgScreenshot_2014-09-13-11-17-18.jpgScreenshot_2014-09-13-11-17-27.jpgScreenshot_2014-09-13-11-17-29.jpgScreenshot_2014-09-13-11-17-33.jpg

Sorry, on Samsung devices, it's the App Manager. (This is why it's helpful to state the exact brand and model of the device in the original post.:))

In *Application* manager (I don't have app manger...) I don't have "Google Play Games". I cleared the cache/data from 'Google Account Manager", 'Google Partner Set Up', 'Google Play Newsfeed', 'Google Play services' and 'Google Play Store' to no avail. Achievements still doesn't work (and High Scores do).

App Manager means Application Manager. That wasn't clear?

Go to Google Play Store and look up Google Play Games. Does it say Open or Install? If Install, then go ahead and install it, and see if that helps.

That was a joke :)
And as I've said - I already installed Google play games (and deleted it). I'm having problems there - "Hmm, something went wrong in Play Games.".
Of course after I re-downloaded it and saw the bug, I removed the data and cache, but still it doesn't work.

Oh, sorry, I didn't see your mention of installing Google Play Games ...

Which phone do you have? I would suggest a cache partition wipe (as opposed to the app cache).

I can't delete my cache. I turn off my phone, press on home+volume up+power, select 'wipe cache partition.' by the volume down key and then press on power. Then I have a small robot, with 'deleting' written below it, and then after a second 'error'. Then my phone starts normally. I still don't have achievements. What now?

I don't know. I'd keep trying to wipe the cache partition. It takes a few minutes to complete if you can get it to happen.

This happens sometimes, and unfortunately, I'm not sure how to make the device wipe the cache correctly when it gives an error like that.

Who can solve my problem? I made Google call me, and talked to a representative, who didn't know how to help me and said that my case went forward, and in a day or two someone will call me. Do you think he will be able? What should I do?

If you don't get a satisfactory answer, you might consider doing a full factory reset (after making sure you've synced or backed up all of your data).

All Google data should be synced to your Google account in the cloud, so once you log back into your Google account, that info will be re-synced back to your phone. Other apps will often sync with their own server as well (like Facebook), but some don't. You should be regularly backing up your photos anyway.

You could use a backup app like Helium to make sure everything else is backed up.
