Why won't my Note 3 on 4.3 permanently delete videos from the SD card?

Note 3 on 4.3 wont permanently delete videos from SD card!

My note 3 running on 4.3 won't permanently delete videos from my sd card. I tried deleting the files almost every way possible and after rebooting, they are right back where they were. I'm considering wiping the phone but I would rather not. I just don't want to run into this again if I end up wiping it. Has anyone run into this and found a solution without restoring back to factory? Please help!

Internal SD or external SD? If external, have you tried deleting the files by putting the card into a card reader and plugging it into a computer? If internal, have you wiped the cache of the app you're using to view the videos? Have you turned the phone's power off since you deleted them? (What's "available" is what's in the Media Scanner database. If you delete a video file, but the name doesn't get deleted from the database, it still shows as available, even though the file isn't there.)
