Why is my Samsung S2 unable to download from the internet?

I think this happened after I cleared all the cache to clean up some disk space.Now if I try to download something it says that the download is starting but there is no download at all.I had to reset my phone 2 times because of this.
P.S:The Play Store works.Only the internet downloads aren't.

When you cleared the cache, how did you do it? In recovery?

I went to Storage and I selected "Cached Data".

How are you looking for the downloaded files? Sometimes, files you download using the browser won't show up in the Downloads app. You may have to use your file manager app to navigate to the /storage/sdcard0/download folder. This can happen when apps download files without using the Download Manager (although I'm not sure why certain apps don't use the Download Manager).

Also, which browser are you using? If you're using a 3rd party browser like Dolphin, it might actually have a separate download folder.
