Why does my volume stay muted when switching from mute to full volume?

When I switch from full volume setting to muted to silent and back to full volume all the volume settings are still turned all the way down as if it was still muted. It doesn't matter is I use the button on the side of the phone or toggle through using the notification panel. I have a Samsung S5 from AT&T. Also I recently updated to 4.4.4.
