Google Play stores in different countries

Hello, it seems that depending on which country I am in, Google Play displays different list of apps. For example, in country A, I see apps a, b, c, d. In country B, I see apps, b, e. When I visited Google Play for country B while in country A, I see apps b and e only. How does the Google Play country selection and list of apps work?

The governments in various countries dictate which apps Google can allow people in those countries (or out of those countries, as in the case of certain encryption being limited to US residents only) to download. Where you "are" is normally determined by your IP address, but there are other things that are looked for.

In each country popularity of the same apps is different.
