Well it has a security setting that requires a PIN when you change cards. Have you talked with your carrier?

i transferred my used sim card to my cherry mobile phone and it's asking a Privacy Protection password?.
is there another way/option to unlock my phone. ( i tried to Hard reset it)..
deleted all the data and still encounter the problem?..

Yes in this case your provider is Cherry Mobile. Please seek help from your provider. There is not anything that can be done without that security code. Thread closed.
