Out of service area problem - message keeps popping up that I have voicemail when I do not. What is the problem?

Out of service area problem - message keeps popping up that I have voicemail when I do not

I'm out of service (verizon) area and I keep getting a notification that I have voicemail. I get back into an area where I have service and I do not have voicemail. It is annoying. Anything to do with location services turned off? My phone just seems to go into crazy mode when we are in the out of service area.
