There was a pop-up add and I restarted my phone, now it says I downloaded something illegal

I was on chrome and looking at some pictures from my favorite show and then a pop-up ad for child pornography showed up. I didn't want to deal with it, so I restarted my phone. When it turned back on it said I downloaded child pornography, and now my phone won't do anything when I try the factory reset on my "Moto E 2nd Generation". What the heck am I supposed to do!?!

Report it to Google, and to the police if you like. It will be someone trying to get money out of you no doubt. Do not pay anything.
