Why is my Android phone receiving a cell broadcast when I have disabled it?

Android phone receiving cell broadcast when disabled it.

why phone receiving cell broadcast when disabled it by new phone and even was disabled in old sim card? I have got Infocus M530 and disabled cell broadcast in setting ,even then cell broadcast are not stopped. These are coming even when sims are taken out of phone.
This phone Android Kitkat. 100% charged battery is not running more than 11 hours .

Welcome to Android Central! Are you talking about the emergency broadcasts?

Emergency broadcasts can't be turned off. (I haven't checked the latest FCC proceedings, but I believe the law requires that.)
