I don't have my kitkat (4.4.1) update yet in my s4 mini duos?

Hello everyone,

I'm having an unlocked s4 mini duos GT-I9192 with the old jelly bean (4.2.2).
I got this phone from KSA. That update was released in 2014 and now's 2015!
I heard that it's only available in Russia and Poland. What's wrong with Samsung? Are they by any chance racist? Whenever I try to update it by myself, they immediately slap my face with " the latest update has already been installed"!

Any idea, guys?
