Can't make calls. Phone states that not registered on network. How do I fix that

Every time I try to make a call, a message pops up stating " not registered on network ". Why? & how do I fix it?

IS the phone actually registered on the network? Do you have a SIM in it, with the correct APN settings entered?

If there's a SIM in the phone (the APN settings don't matter at this point - that's to get on the internet, not to register to the network), bring the phone to your carrier. Your SIM could be bad or your account settings could be messed up (and they'd have to take care of either one - you can't).
