when you dismiss an app is it closed

If I return to the home page, does the app close? Why is there a LONG list of apps in the recent list?

Welcome to Android Central! It depends on the app and the situation. Recent Apps is just that--it shows your recently opened apps. It doesn't mean all of those apps are still open in RAM, and it isn't a "task killer." The bottom line, though, is that you shouldn't worry about closing apps--Android doesn't like RAM to be empty.
