Phone slow and laggy when screen opens

My Samsung Galaxy Ace 3 S7275R phone is slow and laggy and sometimes frames are skipped in the
animation of the UI when the screen was closes for few minutes and sometimes from the other night to morning and when after i open the screen and navigate thru apps list menu. This happens for a minute and then it goes back to normal like something is waking up. What should i do? I have Android 4.2.2.

I tried Cache Partition wipe but it says 'Error' and the phone boots. I even tried to flash a newer firmware but didn't helped.

The phone is not slow when opening an application. I also tried to use a program called probmodder to increase the value of the
option 'Windows Manager's maximum events' after reading about increasing the priority of the UI in Android. What this option actually
does and is it a better one that fixes UI priority in android?
