is there a way to download/install apps on a phone that has been deactivate?

I have a samsung model sch-i500 that is in excellent condition and it would make a very remote for many devices using blue tooth. My challenge is that i get an error that "app could not be downloaded due to an error", error is "error retrieving information form server

Have you tried removing the Google account and re-adding it back in? The errors you report can sometimes be caused by a messed up user registration. If that doesn't work, you can always do a factory reset (look up on how to bypass the activation screen that MIGHT appear on first boot).

I use deactivated phones all the time. I have an old Galaxy Stellar that I've given to my 5 year old... and I bought one of those $20 Verizon Moto G's a while back and gave that to my daughter. Both work great as Wifi only devices.
