Welcome to Android Central! Which device do you have? Different devices may have somewhat different settings menus.

The Settings>Sound & Notification>App Notifications menu lets you decide if an app should be able to give Priority Notifications (if you have Priority turned on), if you want to Block notifications completely, or if you want to designate that app's notifications as sensitive (which is for the lockscreen notifications.

The notifications setting under your Lock Screen and Security menu probably lets you choose if all app notifications are shown on the lockscreen, none are shown, or only notifications from apps that aren't designated as Sensitive.
