Why does wi-fi turn off automatically but does not come on automatically?

How do I turn off Wi-fi saving? The wi-fi turns off when there isn't one available but does not turn on when one is. I want it to be on all the time or at least come on when wi-fi is available.

Is wi-fi saving an actual feature, or is it just how you're describing it?

Just what I said, when I leave an area with wi-fi the wifi saving feature kicks in and turns off the wifi, when I return to an area with wifi the wifi feature on my phone does not turn on automatically, if I don't turn it on physically it isn't on and I use a boatload of mobile data without knowing it.

If you go to Settings>Wi-fi, then tap Menu>Advanced, is there an option to Keep Scanning On (with a description that usually says something like "Allow phone to scan for networks even when wi-fi isn't turned on")?
