Why won't GPS and DATA turn off automatically?

I don't know if this is somehow the fault of the phone itself or software on the phone, but I can't get *anything* to automatically turn off GPS and DATA (but I can turn it off manually). I want them to turn off when the screen is off. None of my AutomateIt or Tasker scripts will shut it off. Even though they are being activated, and even though scripts I've written to turn off WIFI and BLUETOOTH do indeed work. Battery saver apps like GreenPower Premium will not affect wifi or data, rendering them useless. Believe me, I've tried all i can to see if something is keeping on GPS and DATA. This includes going into Location, Mobile, Security settings (Android 4.3), installing "All-In-One Toolbox" and using the permissions plugin to see what is using Location services, freezing any and all apps (like battery saver apps) that might affect GPS/Data.

Nothing has worked! Any clues as to what the problem is?
