Why does my phone say aAndroid system again and again?

why my phone android system comes again and again?

always when i turn on mobile data or wifi com.android.system.ui comes again and again and then the phone will be stack and when i remove this system.ui the phone will not be stack and after 4-5 seconds it will come again what shall i do is that virus?

Boot into recovery and wipe system cache. If no joy, boot into recovery and preform a factory data reset.
