Why won't the settings let me enable the background data?

The settings wont let me enable the backround data

I googled how to enable it but when when I pressed the menu icon on the data usage page it came up with network restrictions

What phone, carrier and Android version do you have? The background data can be disabled/enabled in settings - data usage - three dots top right. Maybe your carrier moved it to a different place. Also you can restrict the background data for any individual app selecting it on the data usage list.
