Why won't my phone notify me when I have a message?

my phone wont notify me that I have a message how do I fix it

When somebody texts It won't show up in my notifications Until I open the app

Welcome to Android Central! Which phone? Open the Messaging app, tap Menu>Settings, look for the notification options, and make sure they're turned on. If they are and you still don't see them, then go to Settings>Data Usage and make sure Restrict Background Data isn't turned on. You may need to select the Messaging app in that menu, and check to see if the individual Restrict Background Data setting for that app is turned on.
