Why can't I restore factory settings on my tablet?

Every time I try to uninstall an app or restore to factory settings, nothing gets deleted.

A factory restore should bring the tablet back to when it was first powered up out of the box. All data and apps should be gone/deleted. How are you doing the factory restore? What kind of tablet?
