android is upgrading.. starting apps

hi i was upgrading my phone but its more than 3 hours done on the last step its stuck . android is upgrading starting your apps its showing but still not done what should i do?

Welcome to Android Central! Which phone? At some point, you may just have to force a shutdown, then try powering back on again. To force a shutdown, press and hold Power for 15-20 seconds (if it's a Samsung device, press and hold Power and Vol Down).

I'm having the same issue. Samsung Galaxy 4. I tried the Power + Vol Down for 20 seconds and it did not force a shut down. What should I do?
