For some reason my Chrome www browser is continually running and consuming battery power in the background. Around 8-12% when my phone is on standby and screen dim.

I really don't use it that much, other than for amazon shopping and downloading watch faces from the watch maker premium forum.

Is there any way to completely de-activate it when not in use? I have permissions turned off completely, and I restrict background data.

Which device do you have? I've noticed this behavior from time to time, and I think it seems to happen if I have the Facebook mobile site open in Chrome. If I exit from Chrome by tapping Home, that seems to be when Chrome tends to use more battery--as if the Facebook site is staying alive in order to continue refreshing data, even when Chrome is supposed to be paused in the background. If I swipe Chrome away in the Recent Apps list (or if I open Chrome again, then close the Facebook tab), then the battery usage seems to calm down.

If you're using the FB mobile site, see if that makes a difference for you.
