Trying to set up a used ,(but reset), S4 GT-I9500

When I attempt to enter the wifi password nothing happens, keys don't work. Can't get past this point. . . Help!

Can't accept the terms of the EULA either, can't check/uncheck the boxes, or hit next..

Sounds like a misused phone. I'd try a ROM reflash first (since it's free) and if that didn't work, either a new motherboard (this is not a D-I-Y project) or a refund.
