Why won't my cellular data work?

I live in the US and I put an AT&T sim card into a phone, and the cellular data doesn't seem to work. The status bar shows a signal, and I can send text messages just fine, however apps will not be connected, and will just show no network connection. I have tried rebooting the phone, taking and re-inserting the sim card, and the settings says that cellular data is on.

Did you make sure your APN settings are set to AT&T's network?

I tried doing that for 20 minutes using various sites with different combinations, and finally realized the apn wouldn't select until i exited from that screen. This hassle is what i deserve for importing a phone from china lol. Anyways, got it fixed; thanks
