Do all Android versions force "snap to grid" placement?

My son is asking a question I cannot answer.

Seems that the boy wants to randomly place icons on his screens without being forced to conform to the invisible grid lines. He's got a Samsung Fascinate and is running 2.1. His first question when he looked at my 2.2 phone was does it still force you to place things in rows? Well, yes. Yes it does.

So my question to all users of all devices and all flavors of the Android OS is, is there any configuration out there that would allow him to get creative with his icon placement? I assume the iphone is "gridlocked" as well?

I'd just like to give him an answer to a question I really don't have the answer to.

Yes, while we do have the ability to resize Icons and widgets we can not drop an drag just anywhere.
