How can I save a downloaded image with a "save as" option?

I'd like to be able to name an image I download instead of accepting the name of the file I download. For example; instead of the file being saved as "34c78-gt677114-87119jl5-64221.jpg", I'd like to save it as "Bobs new car". Is there a way to do this, as well as pick the folder it's saved in instead of the default "downloads" folder?

All the features you are asking about are controlled by the app that you are using to download the image.
What app are you using?
Check the settings in the app to see what it will and will not let you change.

I've tried Chrome and Firefox. Neither one has an option to save the file in a different folder or give it a different name. Any suggestions?
