I can not get rid of it till I do OK. It says: "Congratulations T-Mobile USA Costumer! Your android has been randomly selected to receive a 1000 gift card". This "promo" is just for today 5/17/17

I removed the website since it isn't safe from your title. I would try using a anti-malware program as that site is not legit.
