Yes, if you purchase one of my apps from Google Play, then the order log will include your name, email address, country & region (zip code in the US).
However, the article is a bit silly in its assertions about all the evil things a developer could do to you with that info. Having the email address does have the potential for being abused, either via spam or harassing emails. However, any developer that did either of those things would very quickly find himself banned by Google from the Play store once users started complaining.
Having the name & email address is actually very useful. I regularly get emails from users asking about the status of their order (e.g., "why didn't it download?"), or occasionally, even asking for refunds. The name & email address make it possible to look up the order without knowing the order confirmation number (which users frequently don't have since the order confirmation emails so often get trapped by spam filters).
