Is there a specific reason why Alltel doesnt update their phone selection like other companies?

Im currently with Alltel and am eligible for a phone upgrade on the 18th of this month. I dont know what the best phone is that they sell at the moment, but ive been looking at the Samsung Galaxy S2. As far as i know, they dont even carry the S3 yet and the S4 is about to be released. Does anyone know why Alltel seems to take forever to update their phone selection?

My guess is that it has something to do with price negotiations between Alltel and Samsung. Carriers pay full price for these devices. Maybe Alltel being a smaller carrier didn't have leverage to negotiate for smaller price per piece. So they stay one device behind where it's cheaper.
