Nokia Android Normandy (X) - Is Nokia still in the handset business?

I keep seeing headlines and leaks about the Nokia Android based Normandy or X as they are referring to it now. WIth the sale of their handset division to Microsoft are they still free to create a "new" non Windows Phone handset division and sell these new Androids?

I'm just confused as it sounds like it is coming to market but I can't see how Microsoft would use Android in any way, shape or form. I'd love to see Nokia take a crack at Android because I think they could make some really interesting hardware and UIs.
