    So after successfully rooting my Galaxy Note 3, I downloaded ROM manager to flash a new ROM, I started downloading a ROM, but suddenly my phone was stuck in a boot loop.

    I managed to fix it by flashing the stock rom, but did I do something wrong or was it the app?

    I don't think you did something wrong. Usually you just download the ROM, boot into recovery, and then flash. I think it's better to just do it manually. Download a ROM on your PC and then put it in your phone's internal storage.
