What are Carriers changing that's causing problems while others have no issues whatsoever?

Take ART for example in S5. It seems to be a hit or miss depending on the carrier/model. I have the Bell/G900W8 and except for Polaris Office 5 everything is smooth. Others were forced to switch back to Dalvik.

Is this just a bad batch or are Carriers making changes to OEM that's causing problems?

I think when some carriers modify Android they mess up somewhere. Without logcats or other examples of what happens, it can be hard to pinpoint.

Switched to ART vz Razr M and I i get force close on various apps all the time.

Yeah I have a galaxy S5, and ART worked terribly
It messed up a few of my apps and I had to uninstall them, and some of them wouldn't run and it was an overall bad experience
I just switched back to Delvik
