Google Chromecast setup without WiFi?

I'm trying to figure out if I can buy a friend a Chromecast for Xmas, but here's the catch. He has no wifi connection in his apt. Can it work without wifi? I am not sure his phone has Mobile tethering either. He's addicted to his phone but his "smart TV" has no wifi or LAN connection. I figured if he could mirror his phone onto his giant TV it wouldn't be a giant doorstop. Is it possible? He has a Samsung Galaxy s4.

Easy solution is a cheap wifi router. Chromecast would have to be set up initially in an environment in which there's not only wifi, but an internet connection, since the first thing it does is download an upgrade. (Or one of the first - I forget, but it's early in the setup process.) But from then on, just a wifi router, with the phone and Chromecast connected to it, and no internet, would work. Even a cheap router (not junk, but the $35 Netgear N300 is pretty good - it works better with my phone than my $150 Linksys, which is not just sitting on a shelf) will do the job. (The Chromecast has a pretty poor wifi radio, though [what can you expect from a device a little larger than a memory stick that's a whole Android computer?], so it has to be fairly close to the router (within 20 feet or so is my totally untried guess). Mine is only a few feet away, so I have no problem, but both of my grandsons have theirs about 20 feet from the router and one of them wouldn't set up until we brought to a set closer to the router. Once set up, though, it works fine in his room. (Why he wants one is beyond me, though - he casts his Chromebook to a TV set with a screen the same size as the Chromebook. I gave up trying to figure kids out just about the time I had one.)

@Rukbat - are you sure that will work ongoing?

Unless something changed recently Chromecast needs an ongoing internet connection to download the receiver service for whatever app you are casting from at the point you initiate a cast. I think direct screen casting (whether native or via the Chromecast app) is an exception but casting from any other Chromecast enabled app I think will fail. And at least for me direct screen casting via the Chromecast app is still a flaky experience.

It does need an on-going internet connection, it stops working when it looses the internet, so the cheap router not connected to the internet idea won't work. However THERE IS A WAY to make it work without having a WiFi router I use my phone as my only internet connection so I was pissed off when I bought a Chromecast and found I couldn't use it! I tried using the phone's portable WiFi hotspot to connect the chromecast to, but if the phone was being used as a hotspot then it couldn't be used to set up the chromecast (the chromecast app kept switching the hotspot off )However I worked out how to do it like so:
I had an old phone I dug out a drawer (lets call it phone B) as well as my current one that I wanted to connect with ( lets called it phone A). So I put the SIM card in phone B, switched it on and turned on the portable hotspot. Now I turned on A (without a SIM card in it) and connected it to B's hotspot. I could then set up the chromecast to connect via B's hotspot. With the chromecast configured I then turned both phones off, switched the SIM back into A and turned it back on. Now I can turn on the hotspot on A (using the same network name, settings and password as I had set on B) and the chromecast connects to it And the phone can still be used to cast to it SORTED!

I was also hoping to use just my girlfriends s5 (carrier data) and no Wifi but it kept asking me for wifi also. I will try to signin to the Xfinity Wireless that is in her building.

HI another alternative is that you can get a amazon fire tv stick. you can use one, with out the need of a wifi connection, by using its wifi direct option, or rather the screen mirroring aspect of any android phone. So basically, it will not be full use of the amazon fire tv stick, but you will be able to mirror FROM your phone, like youtube video, etc.

To save looking it up it just says to use Allcast. But as far as I know that would still require initial setup using the internet.

Microsoft sells a device that connects to tv and will mirror any device on the wifi network. Your homescreen, apps, games etc just by screen mirroring. Anyone familiar with the microsoft device and chromcast tell me a reason chromcast is as good? Seems better to just mirror everything.

To not mirror everything allows you to use device (tablet/phone) to do other stuff after you start your stream.

Not really, "without WiFi," because your casting of your phone's screen is using WiFi (its own in peer2peer mode) and limits any other use of the phone.

@Lschinaia i know its like really late but just to get the info out off subject my phone technically doesn't have wifi buuuut awhile back i downloaded and app called APUS launcher (blue circle with a white plane/bird in it just incase u wanna look it up;p) and if you go into the settings from that launcher it enable a sort of pseudo hot-spot its actually pretty great but it will kill your data if u connect a computer i usually connect a 3ds to it to play online tho
