Okay, so I just tried to install an Android update from 4.1 to 4.3 and it errored out with that little Android dude fallen over. So I followed a tip I saw on another thread and tried to reboot it, and now my Nexus is just hanging on that multicolored flashing X screen. Won't turn off, won't reboot or anything. Could you give me some tips on how to fix this, or is it just completely jacked up?

Pressing and holding the power button will simulate a battery pull. You could try that and try to get back into recovery or fastboot.

OK, I've gotten as far as selecting Recovery Mode, but what do I do if all it gives me is a "No Command" error when I select that?

Try holding power and tapping up. Or the other way around if that doesn't work.

Yes, you hold down power button first quickly followed by a tap on the volume up key. And remember, on the Nexus 10, the volume up key is the side of the volume rocker furthest from the power button.
