Is there an app that will turn off the phone like there was no sim card and leave bluetooth and wifi on?

Go into Settings, select mobile data, turn it off. Each phone is different, but I'm sure you can figure it out.

Go into the quick settings (pull down from the top with two fingers), select your mobile data icon (3G/H), then turn off "mobile data".

You can use tasker to turn off the cell radio or juice defender ultimate has a tablet mode that also turns off the cell radio.
