This can be done so easily... All you need to do is download ES file explorer then adjust build.prop. My Nexus 7 is currently running Android 1000.

In fact, I skipped all updates and just went to Android version 1,000,000. This is so easy to do, I don't know why anyone would take this seriously. And this picture isn't edited other than cropping it.
PS: They finally added the ability to do a full backup in Android 1,000,000.

Odd things can happen, there have been people who for whatever reason got updates way before they were ever supposed to be released. In a few cases it was due to the handset being mistakenly added to a db that was for internal testing.

So while 4.2.2. might or might not be real, it is possible as is 4.3.
