Is it possible to get the alam to ring with phone off?

I want to keep the phone off so the email notifications don't bother me when I sleep.
Is it possible to have the alarm wake the phone and ring?

You don't say what "off" means. If put the phone in "airplane" mode emails will not be received and your alarms will function normally. Also, some email apps (like MailDroid) have a setting that stops the email sound during hours that you set but will continue to get email.

I'd go with the Airplane Mode option, might as well get a Garfield bell-top alarm for the bedside if you want an alarm while your phone's completely powered down...

I used to have a old Samsung flip phone that could set off the alarm when the phone was off. Cool feature.

If you silence your phone. You won't get any notification sound. And your alarm will work

I use Alarm Clock Plus and it has a check mark to play alarm when phone is in silent mode.

This is what will solve the problem.

You can silence everything and use the stock alarm clock and that will do what you want.

Silencing the phone ans turning it off are completely different things though.
