Try and force it.

Settings /apps /all /Google services - clear. Then try to initiate the update. May have to do it several times.

60% of the time it works every time!

Got it an hour or two ago as well.. They mustve improved the performance.. I was getting around 17000 scores on antutu and now they are around 18000

I did the force method on my Nexus 7 - didn't work right away. Went on a long bike ride and came home and found that the update was ready to be installed on it. My Nexus 4 doesn't have it though!

Had to charge before I could apply. Rooted 4.2.2 goodness!

I got is earlier today around 1 pm EST. I am a first batch/day phone on at&t contract with a sim originally from an iPhone 4S in Virginia, rooted. I have no idea what effect any of this has on anything but there ya go.
