Is it possible to make video call (GSM) in nexus 4 via wifi/3G?

Could it be he got confused by the fact that the thread title had GSM in it when there was no need for it?

There is a video conferencing standard for UMTS and later. It's just Android, iOS, and probably WP doesn't support it .. well clearly no one remembers it anymore. My old Sony Ericsson phone supported front facing video calling over 3G (built in, no apps) but no carriers in the US supported it.
Anyway, he did mention using it over WiFi which would mean he would have to use something like Google Talk or Skype but his inclusion of (GSM) in the topic title meant the above.

for google talk,skype, it need to be installed and logged in in other usrs phone also, i mean to ask if by simply calling user over gsm-3g network, we can do video call in nexus 4 or not?

Ah.... sort of like facetime but for anyone who has a data connection. No need to have a 3rd party app. That would be so cool. At this point, I'd just settle for a good voice calling service over data without all the problems with the existing apps. Of course carriers won't support something like that because we'd be killing their networks. They already think we're data hogs.
