the way you mentioned is how you close apps. many apps closes by this method but service apps(just like windows service) will start back after closing.
if you dont want apps to start back up and if you are rooted use an app called greenify which will close the app as soon as you close it.
or in developer settings there is an option to kill app when closed(not really sure what the options are.)
You will have to go to settings>apps>then find the app and force stop it. Or tap your multitasking button, then long press on the app, select app info, then force stop it. Just swiping it away from there won't actually stop it, it will still be "open" in the background. Unless the app is causing problems, won't launch right or something along those lines, you really don't really need to worry about it. Android does a great job at managing open background apps, and RAM on its own.
So it sounds like I do not have to regularly have to worry about shutting down apps that I have used.
