Closing apps

How do I close out apps that I stopped using completely? I normally go on the bottom right, press the button and close them out. Do I have to go under settings, apps and stop the apps as well?

You will have to go to settings>apps>then find the app and force stop it. Or tap your multitasking button, then long press on the app, select app info, then force stop it. Just swiping it away from there won't actually stop it, it will still be "open" in the background. Unless the app is causing problems, won't launch right or something along those lines, you really don't really need to worry about it. Android does a great job at managing open background apps, and RAM on its own.
 
the way you mentioned is how you close apps. many apps closes by this method but service apps(just like windows service) will start back after closing.

if you dont want apps to start back up and if you are rooted use an app called greenify which will close the app as soon as you close it.
or in developer settings there is an option to kill app when closed(not really sure what the options are.)

So it sounds like I do not have to regularly have to worry about shutting down apps that I have used.

Not really. Android manages available RAM just fine on its own. It will close apps in the background if needed, starting with the ones that were used the longest time ago. Other wise and app that is not downloading or automatically refreshing dosen't really do anything while in the background. So you don't have to worry about battery drain, or GPS staying turned on etc, as long as the app is coded properly. The only time I have to force stop something is when a few of the games I have will not launch correctly once they have been running for days or weeks straight. Also if your doing something you shouldn't be that you don't want a spouse or someone to see, make sure you swipe it off the multitasking screen and force stop it. My girlfriend almost seen a surprise I was doing for her because I did not think to swipe it off the multitask screen, and she was using that to go between email and the browser. Luckily it was at the beginning of the list so she didn't see it.

Long story short though, if your phone and apps are running fine, don't worry about it. Most people cause more harm than good when they start killing off apps and using task killers. Any Android version that is 2.3 Gingerbread and above can manage itself just fine.
 
I have Advanced Task Killer up and running on my phone, and I use it to auto-kill apps every hour. And usually every other day or so I reboot my phone.

You do not need a task killer for Android.. Its counter productive

I rarely reboot. Right now my phone has been running for 289 hours since last reboot. Hardly ever have issues were I need to reboot the phone.
