I don't understand it, and can't remember when this started, however win7 isn't seeing my nexus as a phone, and is seeing it as a digital camera, only allowing me to access pictures, and dcim (whatever) folder on storage.
I've deleted and reinstalled the wugfresh toolkit drivers many many times, and jsut can't get win7 to properly recognize my nexus 4.
furthermore when trieng to copy over a 900mb file, it's errors out, there's plenty of space on storage.
