Will a US-bought Nexus 4 work fine for someone who lives overseas in the Middle East?

Thinking of buying a Nexus 4 from Google Play here in the US for someone as a gift.

But they live in the Middle East.

Will there be any problems in them using it with a carrier overseas? Or is it good to go when I buy in the US?

AFAIK, Nexus 4 is unlocked phone. So you can use in any country.
I got my Nexus 4 manufactured in UAE and I'm using it in Thailand.

The Nexus 4 supports these GSM frequencies:
2G: 850 / 900 / 1800 / 1900
3G: 850 / 900 / 1700 / 1900 / 2100

You can check the frequencies for a specific country by looking at this list:

GSM World Coverage Map

For example, Saudi Arabia uses 900/1800 for 2G and 2100 for 3G. So the Nexus 4 should work there as long as you're using a GSM carrier.
