Nexus 4 keeps flashing location in status bar

I am running stock 4.3 and in the last few days the location / gps symbol in upper left flashes on every 30-45 seconds. No amount of app closing or power cycles has eliminated this.
While I have updated apps in the last few days I have not added anything new.
Thanks in advance for any thoughts.

Download GSAM Battery monitor. There is an option to see what's been using GPS. Press the icon in the bottom left corner that looks like a broom. At the top of the screen where its says app sucker, tap on this and select view sensor time used. Then decide what you want to do with the offending app

Android system services appear to be the main offender which leaves me wondering if I inadvertantly made some settings change.
