Just download boat browser from the Play Store. Open it up, and You can activate flash from the settings.
That's the simplest way to get Flash on an Android device.

According to Adobe roadmap for the Flash runtimes Flash Player 11.1 is the last release of the Flash Player plug-in for mobile browsers. Adobe will not add support for new mobile device configurations (chipset, browser, OS version, etc.). Adobe will continue to provide critical bug fixes and security updates for existing device configurations through September 2013, and will also allow our source-code licensees to continue working on and releasing their own implementations.

Adobe continues to actively invest in enabling developers to create and deploy Flash based content as mobile (and desktop) applications via Adobe AIR.

I have Flash installed and sincerely wish developers were more proactive about pushing non-Flash alternatives for existing and developing media-rich sites for desktop and mobile. I post this because I check that page every so often for updates and this notice means they're [implying] no longer updating Flash for Android even for bugs or security fixes.

I don't use AIR on my Nexus 4 or my desktop. I'm assuming it doesn't act as any sort of web plug-in and is a standalone platform. It wouldn't be so bothersome if I could long-press a plug-in area so a menu would pop up with a Open with... option.

*sigh*
