Nexus 4 Stuck at Checking connection. after factory reset, how do I fix this?

Nexus 4 Stuck at "Checking connection.." after factory reset

My Nexus4 mobile is on android-5.1.1 version.
Today I tried to factory reset my mobile and completed reset.
After reset rebooted my mobile and it went through language selection screen.
Selected wi-fi connection and clicked on next, it stuck on "Checking connection..." screen. I tried with mobile network as well, but no use.

How to fix this ?

Try a Power Off and Restart.

Tried many times but no luck. And also tried factory reset again but getting the same problem.

Fixed this as below:

1. Unlocked my device using fastboot tool from Android SDK.
2. Installed "Nexus Root Toolkit" in my computer.
3. Select "Sof Bricked/Bootloop" radio button for "Current Status".
4. Click "Flash Stock/Unroot".
