My battery apps don't show the correct battery meter

I've used Battery Circle for a while and noticed with the Nexus 5 that it will show an incorrect amount of battery from the status bar at the top. If I go into my app drawer and open click on the app, it will give me the correct amount. I tried the app "Battery" and had the same problem. Anyone experiencing anything similar?

Something I've also noticed is my car charger will not actually charge the phone despite the phone showing that it is plugged in and charging. Not sure if it's related.

I'm having issues also with GSAM battery monitor. GSAM developer said that KitKat updates changed some permissions regarding pulling battery information, so it seems like an issue with KitKat.
