Having issues downloading some apps

Hey guys on my Nexus 5 I'm having issues downloading some apps. First let me state that I'm not using ART. When I go to download some apps I keep getting a -110 error. Anyone know what that means?

Try clearing data in apps settings and reboot. How many apps are installed?
To clear data in apps settings, go to Settings/Applications/Play Store/Clear data.

Is your phone rooted? Did you download anything lately?

Log out of your Google Account via Settings - accounts and log back in. See if that fixes issue.

Yup. It's rooted. CM 11. You think that's the issue?

Make a clean ROM install. That will fix it.
